Can a university reject me even if I meet the conditions of the offer?

You are not in until you get a letter they say you are in. They can indeed reject you even if you meet the requirements. Because if they get more applicants that meet the minimum requirements than they have positions, they will give each a rating then take the best and work down the list. The remainder will be put on a wait list to see if there are any no shows.
