I am going to a joint 18th + 21st birthday party (my cousins') in September and it's a Formal event. I know the birthday girl (18) will be wearing a floor length dress. Since it's formal, does that mean the dress needs to be floor length? What sort of dresses should I be looking to wear? What's the distinction between formal and semi-formal?
